Israeli troops killed a Hamas militant on Friday during a raid in theWest Bank, where violence has increased since a new round of peace talks began this month. Hamas vowed to avenge the death of the militant, Iyad Abu Shilbaya, who Hamas said was a local leader of its armed wing in the town of Tulkarm. Israel said soldiers were trying to arrest him when he ran toward them, ignoring orders to halt.
